I extend a hearty welcome to all on the website of Haryana Police. I am a firm believer that without public support, no Police force in the country can be effective. No operation against criminals, terrorists, anti-socials elements, economic offenders, smugglers etc. can be successful without the active cooperation of the public. It is the duty of Senior Police Managers to create an environment where public willingly co-operates with law-enforcing agencies. Our objective is to provide a fair, impartial, efficient, transparent and accountable Police. Officers and men of Haryana Police worked hard tirelessly during the year and maintained effective control on crime and criminals on one hand and strived hard to maintain peace and harmony amidst challenging and provocative situations. Police department made good progress in use of Information Technology in its day-to-day working.

FIRs relating to theft of vehicles and accidents have been put on Police Website to make it easier for the public to get the copy of the FIR instantly without approaching the Police Stations. Since November, 2007 computerized FIRs are being recorded on CIPA (Common Integrated Police Application) in all Police Stations of the State. The computerized copies of FIRs are being given to the complainants. The challans generated on CIPA are being put in Courts. Haryana is the first State in India to implement all modules of CIPA in all Police Stations. During the year 2011, 37 DSP offices of the sub-divisions and all 263 Police Stations of the State have been linked on State Wide Area Network for transfer of voice on Telephone, document on FAX and for data transfer.

Centralized File Movement and Tracking System software has been implemented in all Police offices of the State. Human Resources Management System (HRMS) was developed for Haryana Police. Court Cases Management System (CCMS), Crime Investigation Management System (CIMS), Ex-gratia/Missing Persons Management System (EMPMS), Honour Episode software are being implemented in all Police units in the State. For the implementation of the Crime & Criminal Tracking & Network System (CCTNS) Project in the State, Haryana Police has hired the services of M/s PricewaterhouseCooper (PwC) as State Project Management Consultant. Ministry of Home Affairs, Government of India has approved Project Implementation and Monitoring Report and earmarked funds amounting to Rs. 31.39 Crores. The task for the implementation of this project has already been awarded to M/s HP Sales India Limited at the cost of Rs. 53 Crores. The Master Service Agreement for the implementation of CCTNS Project has already been signed between Haryana Police and M/s HP Sales India Limited, the System Integrator, on 30.09.2011.

Haryana is the first State in the country to reach this milestone. This project will be implemented in the State by 2013. Under the CCTNS Project 45,000 officers and officials of Haryana Police will be trained on Basic Computer Awareness. We have already set up 28 Computer Training Labs (one each in 22 Districts including GRP, Haryana Police Academy, Madhuban, State Crime Record Bureau, Madhuban, PTC, Sunaria, RTC, Commando, Newal, Karnal, 3rd Battalion, HAP, Hisar and at Manesar) to provide computer awareness training to the officers and officials of Haryana Police. We have already given Computer Awareness Training to 17046 officials of different units in these Computer Training Labs so far. We have also trained 1079 officials of different units on Computer usage through C-DAC, Mohali by out-sourcing. C-DAC Mohali has so far trained 25 officials as master trainers. For the maintenance of Computer based network expanded to 450 locations at different parts of the State, Jetking has trained 100 officials of Haryana Police as network engineer. Toll Free number (1800-180-2200) and special mobile phone (9216353111) have been provided for the public to cater to their emergent needs and complaints.

Both telephone numbers functioned smoothly and usefully. Police Commissionerate, Ambala-Panchkula has been established for the important districts of Ambala and Panchkula on 26.09.2011. This is the third Police Commissionerate in the State, after Gurugram and Faridabad. Consequently, a new Range, Karnal Range has come into existence for the districts Karnal, Kurukshetra, Kaithal and Yamuna Nagar. The Haryana Police Academy (HPA) at Madhuban, Karnal is one of the best State Police Academies in the country, catering to the needs of Haryana Police, officers of all ranks. The Academy also regularly facilitates programmes for judicial and prison officers. It also caters to the needs of police ranks of other States. Since 2009, the Academy has been holding on-line examination for all basic and promotional courses being probably the first police training institution in the country to do so. The Academy has added modern infrastructure for both academic and outdoor activities like the driving simulator, the short firing range, the synthetic climbing/rappelling wall, skating rink, state-of-the-art, auditorium, museum, multimedia hub, multimedia facility stadium, new hostels and canteen building, expansion of Academy's teaching block and renovation of Madhuban Rangshala.

During the year 2011, 500 officials were trained in the Acdmey in Cyber Crime Lab set up with the collaboration of NASCOM. Total 8122 officials in different ranks have under gone training at Haryana Police Academy organized in 167 Training schedules of different levels. To strengthen the Haryana Police force, 25 posts of DSPs, filled up by direct recruitment in 2011. The department has already advertised 7900 posts of constables which have become vacant due to promotions/retirements. Besides that proposal for filling up of 90 posts of clerks, one post of Senior Scale Stenographer and 752 posts of class-IV is under progress. To encourage sports activities in thee State, Government has specifically fixed sports quota for appointments and promotions etc. It is the matter of great pride that International Hockey players like Mamta Kharab, Surinder Kaur, Sardara Singh, Sandeep Singh, Boxing player Vijender Singh, Akhil Kumar, Jietender Kumar, Wrestling player Geetika Jhakhar, Yogeshwar Dutt, Ramesh Kumar Gulia, Cricket player Joginder Sharma and Mountaineer Mamta Sodha have been appointed as Deputy Superintendent of Police in Haryana.

Besides that there are so many officials who have won gold, Silver and bronze medals in different games in national levels, international levels were appointed in different ranks and given promotions as per their performance in sports activities. Proper liaison was maintained with oil companies for addressing their security concerns as well as addressing our concern regarding public safety in the event of any hazard like fire, sabotage, subversion, etc so as to ensure comprehensive security of these vital installations by CISF. As per Haryana Private Security Agencies Rules, 2009, licence for Private Security Agencies has been made mandatory and applications are being received and processed online for granting of such license after thorough compliance of rules and regulations as well as verification of antecedents. In so far as the achievements on Traffic front are concerned, a regular mechanism has been ensured between the State Police, National Highway Authority of India, other departments connected with laying of roads alongwith several agencies in the Central Government with a view to reduce the number of accidents and involve the police from the stage of road engineering onwards.

Special Cell in the Law and Order wing which earlier dealt with complaints after registration of FIRs, has been made a full-fledged Crime Investigation Monitoring Apparatus. A special software has been designed for regular monitoring of Special Reports in heinous crimes and now a central coordination mechanism has been put in place under the charge of ADGP/Law & Order and IGP/Law & Order to monitor the timely and meaningful writing of Special Reports for the purpose of successful prosecution in heinous crimes. The present day security scenario requires that the police be properly equipped with latest equipments and gadgets. For this purpose, Government of India provides funds under Modernization of Police Forces (MPF) Scheme with 75% Central funding and 25% by the State Government. During the last couple of years, Haryana Police acquired state-of-the-art equipments for outdoor surveillance, communication, traffic, security, crime investigation and Forensic Science. During the year 2010-11, Rs. 75.23 Crores including Rs. 30.18 Crores of Central funding have been spent under the MPF Scheme. Housing has been considered as main component in the Police Department.

Project for the construction of about 500 houses of various categories in Gurugram, Faridabad and Sonipat at a total cost of Rs. 75.00 Crore has been approved by the State Government under “Economic Stimulus Package”. These houses are under construction. Funds of Rs. 60.00 Crore have been allotted by the Government upto the year 2010-11 for this proposal. Besides, State Government has allotted Rs. 90.90 Crore during the financial year 2010-11 for the construction of various police buildings and for acquisition of land. The State Govt. has also accorded sanction of Rs. 18.77 Crore during the current financial year, 2011-12, for the completion of various Police Projects. State Govt. has accorded approval to avail loan of Rs. 300 Crore from HUDCO for construction of Police infrastructure and office of Commissioner of Police, Gurugram including acquisition of land in NCR of Haryana. Against which Rs. 95.77 Crore as a first installment on account of acquisition of land for construction of Sunaria Police Complex, Police Lines Palwal and Manesar under HUDCO Scheme has been drawn and disbursed to the concerned Land Acquisition Collectors during the year 2010-11.

During the year 2011 ASI Om Parkash No. 17/PWL displayed exceptional courage and dedication to duty and made the supreme sacrifice in fighting the criminals. The State Government has announced the payment of special ex-gratia of Rs.10 Lacs to the widows /dependents of Police officers/officials who die while fighting with antisocial elements or saving public life and property during natural calamities. Further Rs. 5 Lacs will be paid to the injured officers/ officials in the above action. A sum of Rs. 1,14,700/- has been disbursed as scholarship to 37 wards of officers and officials of Haryana Police during the year 2011. A sum of Rs. 40,75,000/- has been disbursed as Ex-gratia grant to the family of deceased police employees from Haryana Police Welfare Fund. 180 dependents of deceased Police officials have been provided monthly pension. There are Six Police Public Schools at Madhuban, Panipat, Ambala, Hisar, Kurukshetra & Manesar are running under the control of Police Department.

The Police Public Schools Sunaria & Rewari are under construction. For smoothly running of the Schools Police Department had made agreement with DAV Management, New Delhi & Shri Ram Management of New Delhi. All Police Public Schools are providing 100% result. One student of Police Public School, Madhuban selected for I.I.T. during the year 2011-12. Students of Police Public School are participating in games at International level, National Level, State Level & Distt. Level Competition. In the last three years, State Govt. had provided Rs. 7 Crores for Haryana Police Public Schools for better education to the wards of Police Personnel. the Hon'ble chief Minister, Haryana has announced for setting up Police Public School at each district Headquarters I seek your co-operation in making Haryana Police an effective and efficient organization dedicated to the services of the people
